Meta Business Agent Is Live on WhatsApp in India: Use or Build?
Meta's Business Agent answers customers on WhatsApp and bills by token. Where it wins, where it stops, and when an Indian SMB should build its own instead.

On 14 May 2026 Meta switched on Business AI inside the WhatsApp Business app for small businesses in India. On 3 June 2026 it went global as Meta Business Agent, with more than one million businesses already running one, and on 7 July 2026 Meta unveiled the enterprise Business Agent Platform in Mumbai. The question for an Indian business is no longer whether to put AI on WhatsApp, but whether Meta's built-in agent is enough or whether you should still build your own on the Cloud API.

What Meta actually shipped, and when

Three names, one product line, and they are easy to confuse. Business AI came first, inside the free WhatsApp Business app in India. Meta Business Agent is the same idea productised and taken global. Meta Business Agent Platform is the enterprise layer that wires the agent into your own systems. Meta piloted it in India and Mexico for close to two years before the global release, which is why the Indian feature set is unusually complete.

  • 14 May 2026 - Business AI launches in the WhatsApp Business app in India, in all native languages, with no coding or third-party tools required.
  • 3 June 2026 - Meta Business Agent goes global on WhatsApp, Messenger, Instagram Pro and Meta Business Suite.
  • 1 July 2026 - Meta launches the Business Agent Platform, the enterprise build-and-customise layer.
  • 7 July 2026 - Meta unveils both at the WhatsApp Business Summit in Mumbai, with integrations for Shopify, Zendesk and Shopee.

What the built-in Meta Business Agent does genuinely well

Be fair to it: for a large share of Indian small businesses this is the best WhatsApp automation they will ever have had, and setup takes an afternoon. You upload your business information, FAQs, website and files through the app's Tools section, and the agent answers from that content. Meta's own capability list is broad - it answers questions specific to your business, recommends products from your catalogue, books appointments, qualifies leads, closes sales, and lets you decide when a human steps in. The India-specific detail worth noting is language: Meta says Business AI is available in all native languages in India, so Telugu and Tamil enquiries get answered without you building anything.

  • Zero build: no developer, no server, no BSP contract before you go live.
  • Catalogue-native: it recommends from the catalogue you already maintain in WhatsApp.
  • Always-on: it answers overnight and on Sundays, when many Indian enquiries arrive.
  • Owner-defined handoff: you choose when the conversation moves to a person.
  • One setup covers WhatsApp, Messenger and Instagram.

What does Meta Business Agent cost, and what changes on 1 October 2026?

This is where businesses are about to be surprised. Meta charges Business Agent messages by token consumption at one global rate of $2.00 per 1M tokens, and its documentation says a single message typically consumes about 20,000 to 25,000 tokens - roughly 4 to 5 cents per message. At the 24 September 2026 rate of about ₹96.06 to the dollar, that is ₹3.84 to ₹4.80 per agent reply, before the underlying WhatsApp message charge. Two further changes land on 1 October 2026. Service messages - the free-form replies you send inside the 24-hour customer service window - become billable. So do utility templates sent in reply to a customer inside an open service window, free since July 2025. If your support model assumed free in-window replies, your unit economics change next week.

Where the built-in agent stops

The hard limit is not a feature gap, it is a vertical ban. Meta's Business Agent Platform documentation states that all verticals are supported except Finance, Government, Health, Alcohol, Gambling, over-the-counter drugs, and matrimony services. Read that list again if you run a clinic, a diagnostics lab, an NBFC or an insurance agency - in India those are among the highest-volume WhatsApp categories, and the built-in agent is not an option for you at all. A custom agent on the WhatsApp Business Platform is. Beyond the vertical rules, the ceiling is ownership. The agent answers from knowledge you upload to Meta, with reasoning you cannot inspect. That is a reasonable trade for a boutique and a poor one for anyone whose orders or patient records live in a system Meta has never heard of.

  • Restricted verticals: Finance, Government, Health, Alcohol, Gambling, OTC drugs and matrimony are excluded.
  • Deep integration: flows that check live stock, apply a customer-specific price list and take payment need your own logic.
  • Data ownership: your knowledge base and prompts sit inside Meta's product, not your stack.
  • Auditability: a stored record of why the agent said what it said needs a pipeline you control.
  • Regional-language nuance: native-language support is not the same as handling Hinglish or transliterated Telugu.
  • Analytics: you get Meta's insights, not your own attribution joined to CRM and revenue.

What does a custom WhatsApp AI agent cost in India?

Here is the arithmetic with its assumptions stated. Meta's flat $2.00 per 1M tokens is not expensive per token - it sits between Sonnet 5 at $2 per million input tokens and Haiku 4.5 at $1 per million. A Business Agent message costs 4 to 5 cents because of token volume, not rate: 20,000 to 25,000 tokens a turn implies the whole catalogue, tool definitions and conversation are resent on every reply. That is the lever a custom build gives you. Suppose a Hyderabad brand handles 3,000 agent replies a month and a tight retrieval prompt sends 4,000 input and 300 output tokens per turn. On Sonnet 5 at $2 in and $10 out per million, that is about $0.011 a reply - roughly ₹1.06 at ₹96.06 to the dollar, or ₹3,200 a month, against ₹11,500 to ₹14,400 for the same volume on the built-in agent.

  • Budget on tokens per turn, not per conversation: cutting context from 22,000 to 4,000 tokens is a five-fold saving before you change models.
  • Orchestration: n8n Community Edition is free to self-host; n8n Cloud starts at €20 a month for 2,500 executions and €50 for 10,000.
  • WhatsApp messages are billed separately either way - Meta's India list rates published by BSPs are ₹0.8631 per marketing message and ₹0.115 per utility or authentication message.
  • Add a one-off build cost for integration and prompt work, and remember taxes and BSP margins sit on top of Meta's list rates.

Which path fits your business? A decision matrix by type

Six business types cover most of what we are asked about in Hyderabad, Chennai and Bengaluru. The deciding question is always the same: does a good answer need to read or write something inside a system Meta cannot reach?

  • Clinic or diagnostics lab - build custom. Health is an excluded vertical, and appointment slots live in your practice-management system.
  • D2C brand with a catalogue - start built-in. Catalogue recommendations and FAQ deflection are what it was designed for; move custom when live stock, COD rules or loyalty pricing start mattering.
  • Restaurant or cloud kitchen - start built-in for menus, timings and reservations; go custom when ordering must write into your POS and take payment.
  • Real estate - custom. Qualifying a lead is easy; routing a buyer to the right site, inventory and RM with an audit trail is CRM work.
  • Coaching institute - hybrid. Course FAQs and batch timings suit the built-in agent; fee status, attendance and admissions need your own integration.
  • B2B services - custom. Deal-sized enquiries deserve qualification logic you control, logged into your pipeline.

The hybrid pattern most Indian SMBs should actually run

You do not have to choose once and forever. Meta's platform documentation describes passing control between the agent and your app for specific events or flows, and connecting your own APIs and webhook subscriptions so the agent can take actions such as booking an appointment or confirming a payment. That is a hybrid architecture written into the product. Let the built-in agent absorb the repetitive top of the funnel, and hand the transaction to your own workflow the moment money, stock, identity or a regulated decision is involved.

  • Meta agent handles: opening hours, location, pricing, catalogue browsing, delivery timelines, basic troubleshooting.
  • Your workflow handles: order creation, payment confirmation, appointment slots, refunds and anything with a compliance record.
  • Define the handoff trigger explicitly - intent, keyword or a tool call - not sentiment alone.
  • Log every handed-off conversation into your CRM so nothing is resolved without a trace.
  • Review the split monthly; the share your workflow handles shows whether you have outgrown the built-in agent.

A 30-day rollout plan for either path

The sequencing is similar whichever path you pick, and the failure mode is identical: going live with a thin knowledge base and no handoff.

Mistakes to avoid when you put an AI agent on WhatsApp

These are the ones that cost real money in the first quarter, and each is avoidable with a decision made before launch rather than after the first invoice.

⚠️Assuming the agent is free because getting started was free

Consequence: Meta began charging for Business Agent messages on 1 August 2026, and from 1 October 2026 service messages and in-window utility templates are billable too.

Solution: Model your monthly reply volume against the token rate before launch, and re-check your support flows against the October change.

⚠️Ignoring the excluded verticals list

Consequence: Clinics, labs, lenders, insurers and matrimony businesses build a plan around a product they are not permitted to use.

Solution: Check Meta's vertical restrictions first; if you are on the list, go straight to a custom Cloud API agent.

⚠️Uploading a thin knowledge base

Consequence: The agent gives vague answers, customers lose trust in the channel, and staff re-answer everything anyway.

Solution: Write the top 40 answers properly and refresh them monthly from the questions the agent could not close.

⚠️No human path and no log

Consequence: Complaints loop with a bot, and you cannot reconstruct what was promised to whom.
